The Benazir Taleemi Wazaif program aims to achieve the following objectives:

  2. Increase the enrollment of children in schools for primary, secondary, and higher secondary education.
  3. Enhance school attendance among the children.
  4. Reduce the rate of school dropouts, thereby promoting continuous education among the beneficiaries’ children.

Registration Process of Taleemi Wazaif Program

Enrollment stands as a pivotal activity within the Taleemi Wazaif Program. Following the completion of the Social Cohesion Agreement (SCA), a massive registration process commences, aiming to encompass all potential beneficiaries. Families eligible for Taleemi Wazaif are invited to registration centers or tehsil offices conveniently situated in their localities. This invitation is extended through beneficiary communication efforts at the local level and an extensive Public Information Campaign (PIC) carried out via media channels.

Benazir Taleemi Wazaif Program Attendance Compliance Process

The Benazir Taleemi Wazaif program applies conditional cash transfers based on compliance with admission and attendance requirements. The main objectives of this compliance process are:

  1. Identify eligible beneficiary children who have met the co-responsibilities related to admission and attendance, thus qualifying them for cash transfers.
  2. Identify Taleemi Wazaif beneficiary children who have not fulfilled their co-responsibilities, triggering alerts, and applying appropriate consequences for non-compliance.
  3. Suspend beneficiary children from the program if they fail to meet the attendance co-responsibility for three consecutive compliance quarters.

Eligibility Criteria for the Benazir Taleemi Wazaif Program

To be eligible for the Benazir Taleemi Wazaif Program, an individual must fall into one of the following scenarios:

  1. Children must be the offspring of active beneficiaries of the BISP Kafalat program.
  2. Children aged between 4 to 12 years are eligible for enrollment in Primary Education.
  3. Children aged between 8 to 18 years are eligible for enrollment in Secondary Education.
  4. Children aged between 13 to 22 years are eligible for enrollment in Higher Secondary Education.

To become a beneficiary child of the Benazir Taleemi Wazaif Program, an eligible child must be going to a school or college in any district of the country regularly. The beneficiary is required to visit an enrolment camp or field office with the following documents to enroll the child in the program:

  1. CNIC of the beneficiary mother.
  2. B-form (Birth Registration Form) or CRC (Child Registration Certificate) issued by NADRA (National Database and Registration Authority).
  3. School/College admission slip containing information about the class and the name of the school/college, verified by the teacher.
  4. Verifying the B-form/CRC through the NADRA database is a compulsory step for enrolling a child in the Benazir Taleemi Wazaif program.

The Benazir Taleemi Wazaif Programme comes with two co-responsibilities that the children must fulfill to receive cash transfers

  1. Admission in a school/college: The children must be enrolled in a recognized educational institution, either a school or a college.
  2. 70 percent quarterly attendance: The children are required to maintain a minimum attendance of 70 percent in their educational institution on a quarterly basis.

Meeting both of these responsibilities is essential for eligible children to qualify for cash transfers under the program.

Benazir Taleemi Wazaif Programme: One-Time Verification and Quarterly Payments

Each child who falls under the eligible age criteria and belongs to an existing active BISP family is verified only once during the registration process when they enter the Benazir Taleemi Wazaif Programme. After the child’s enrollment in the program, the first quarter payment is released to the family. Subsequently, the child’s verification is not repeated, and the cash transfers continue as long as the child remains eligible and complies with the co-responsibilities of the program.
